Lower than real cards win percentage

Once, I had a solitaire app that had a win percentage of exactly 13% after play somewhere around
600 games. I was curious of how accurate and “random” the app was, so I started playing solitaire
with real cards and after 100 games, I had completed exactly 13 games (13%).
This game has a dismal 9% completion rate. I went 53 games once and didn’t finish a round.
That’s just piss poor. The algorithm is obviously massaged.
Visually and technically, the game is right on, but I’ll keep looking for a pure algorithm.
